更新软件包

停用子套餐时，任何剩余流量都将保留在子套餐内。子套餐的有效期不得超过当前活动资费的有效期。指定以字节为单位分配给子套餐的总流量。

过期时间	字符串	子软件包的有效期。
is_active	布尔型	设置子包的状态："true "表示激活，"false "表示不激活。
